The Prosecutor of the International Criminal Court, Karim A.A. Khan QC, is pleased to announce the appointment of Judge Theodor Meron CMG (Bio) as Special Adviser on International Humanitarian Law (IHL).

 Judge Meron, a leading authority on IHL, human rights and international criminal law, is Honorary Fellow of Trinity College, Visiting Fellow of Mansfield College, and Academic Associate of the Bonavero Human Rights Institute, Oxford. Since 2014 he has served as Visiting Professor on Oxford Law Faculty and Professor Emeritus of NYU School of Law. 

Judge Meron has served 7 terms as President of UN ad hoc war crimes tribunals and is a member of the Institute of International Law. He is an author of 12 books, most recently Standing Up for Justice: the Challenges of Trying Atrocity Crimes (OUP 2021).

 Special Advisers to the Prosecutor are persons with outstanding professional credentials and expertise in their fields. They provide advice to the Prosecutor within their respective mandates as Special Advisers and may assist in training initiatives of the Office. They work on a pro bono basis and are required to sign a confidentiality agreement and are bound by the 'Standards of Conduct' stipulated in, inter alia, Annex I to Administrative Instruction ICC/AI/2016/002.

Le Procureur de la CPI, Karim A.A. Khan QC, nomme un conseiller spécial pour le droit international humanitaire

Le Procureur de la Cour pénale internationale, Karim A.A. Khan QC, a le plaisir d’annoncer la nomination du juge Theodor Meron, compagnon de l’Ordre britannique de Saint-Michel et Saint-Georges (CMG) (Bio), en tant que conseiller spécial pour le droit international humanitaire.

Le juge Meron, figure de proue du droit international humanitaire, des droits de l’homme et du droit pénal international, est membre honoraire du Trinity College, professeur invité au Mansfield College et professeur des universités associé au Bonavero Human Rights Institute, Oxford. Depuis 2014, il enseigne en tant que professeur invité à la faculté de droit d’Oxford et professeur émérite de la faculté de droit de l’Université de New York.

Le juge Meron a effectué sept mandats en qualité de Président de tribunaux pénaux internationaux ad hoc de l’ONU chargés de juger les crimes de guerre et il est membre de l’Institut de Droit international. Il est l’auteur de douze ouvrages, dont le dernier en date s’intitule Standing Up for Justice: the Challenges of Trying Atrocity Crimes (OUP 2021).

Les conseillers spéciaux auprès du Procureur sont des professionnels hors pair, dotés d’une longue expérience et de compétences reconnues dans leur domaine. Ils prodiguent des conseils au Procureur dans le cadre de leurs mandats respectifs à titre de conseillers spéciaux et peuvent contribuer aux formations dispensées par le Bureau. Ils sont tenus de signer un accord de confidentialité et exercent leurs fonctions à titre gracieux, en se conformant aux normes de conduite énoncées notamment dans l’Annexe I de l’Instruction administrative ICC/AI/2016/002.
